A JOINT RÉGULATION
To provide tu flle comma of flic opention nf bel-(lin Joint
Regulnfinns and Ihe n-nnsfer nfjnrisdiction in certain casas.

I. WEEREAS:
(1) A protoool concerning the New Hebrides was dmwn up
at Lonan on the 27th February, 1906, and was confirmed by a
Convention signed al Londun by reptesentatives cf His Britannic
Mnjesty and of the Franc]: Repnbüc on the 20th October, 1906;
(2) The Governments cf His Britannjc Majesty and cf the
Franc]: Repnblic being desirous cf modifying the Convention cf the
20th October, 1906, aforesaid have agreed upon the provisions of a
Protocol to be snbsfituœd for the Proœwl 01' 27th Febmary, 1906,
which Was dran Ilp and 'signed al London by delegntes of the
Governments aforesaid on the 6th Angust, 1914; ’ ' ' A
(3) Under the provisions of the Convention cf 20th October,
1906, aforesnid the High Commissioncrs for the New Hebrides and
Lheir delegntes were empowered t0 issue joinfly for lhe peaoe order
and gcod government of the Group as well as fol Lhe execlltion ofthe
measures resulüng from sud] Convention local regnlations bindjng
on Lhe native n'flJes and t0 provide for the enforœment of snch
regflaticns;
(4) Joint regnlaüons have been issued in virme cf the powers
so confened and il is expedient to make provision for the continu—
anœ of thn operation of such joint reguLations.
H. Any joint regulations issued under the provisions of Lhe
Convention of Lhe 20th October, 1906, aforesaid thnt shall be in
opetation at the date cf Lhe promulgation cf the Protocol of the 61.11
August, 1914, shnll continue to have force and effect as though they
had been issned undet the provisions of such Protocol. Provided
flint snbject t0 the provisions cf Article 12 (3) of the saîd Protocol
in 5.11 such joint regulations the words “Joint Court" au referring to
the tribunal hnving jnrisdiction over cases of breaches of sunh joint
regulations shall be read as meaning Courts of Fim Instance ns
provided in Article 21 (n) (4) and (6) of tbe said Protocol and such
cases shall bejusficiable by snob Coum of First Instance ancordingly.
111. This Regulation shall be known as “The Joint Regulntions
(Continuation) Regiünu'on No. 2 cf 1923".
