13. The fees to be charged for licences shall lie prescrüaed by
Joint Decision ofthe Resident Commissionem. Foes shnll be colleer
by the Condominium Postmnster and no licence shall be issued Ilntil

l4. Notwlthstanding nnything in this Regnlation respecting
the issue cf licences the Residem Commissioners may cancel or
suspend nny such licence at auy time if circnmslnnces seem to them
ta make such csncellation or suspension necessary.
15. No persan shall be ployed as an operator ut s radio-
n'snsmitting station within the New Hebrides or on bosrd any vessel
or aircrnft registered in the New Hebrides unless lie is a Briüsli cr
French subject and holds a Certificats cf Competency as required
hy the International Convention.
16. The Resident Commissioan and nny persan duly author—
ised by (hem shsll have the right si all ressonable heurs m inspecl
the plant and appmtns used by any persan licensed under this
Regnlation to transmit or receive radiocommunication. If it is found
that (lie requirements or restrictions laid clown by the Resident
Commissioners in the relative licence or in any rules made under this
Regulation are not heing complied with, the ResidentCommissioners
may cancel such licence and may give such on‘ler respecting such
plant or spparsrus as they may think fit.
17. Evuy person who is required to possess a licence under
this Regulntion shall exhibit his licence on demand tc any Police
Oificer, District Agent cr othn' persan duly authon'sed by the
Resident Commissions.
18. (1) If there be grounds for suspecting that a radio station
has been established withont a licence or tlm nny radio appsrstus
bas been installed or worked in any place or on bond nny ship
without a licence the Resident Commissioner having jurisdiction
over the alleged ofl‘ender may issue a search warrant tc s Police
Ofiiœr or sny other persan authorised to exccuœ snob warrant to
enter and inspect tbe station place or ship and to seize sny apparatus
which appears (o him to be Ilsed or intended to he uscd for radio—
trsnsmission or reception.
(2) In sny case where a seiznre is made pursuant to the preced—
ing sub—anicle, proceedjngs for tlJe prosecution of the ofi‘ender shall
be instituted within one month cf the seizure; and on snch proceed—
ings a Court may, in the event of a conviction, in addition w sny
