l. All vesscls providcd with a Recnliting Licence or a Navi-
gating Licence issued by the local authority shall when in the waters
cf the New Hebrides hoist their national oolounx when in sigbt cf
a Bn'tish or French ship—of-war or of a vassal fiying the flag or badge
cf ch: British or French High Commission“ or Resident Commis-
sxoner.
2. Breaclws of this Rogulaüon 9113.11 be justiciable by (h:

3. This Regulntion shal] came into force on tho first day of
April one thousand nine hundred and nine and may be cited for al]
