3. Every Vessel which shall have anchored at any place not a
Port Uf Enlry, save in the case nl‘ stress ofweather, provided for in
this Regulation, or in mrdance with permission so mnted or
which shall approth the ooast beyond lhe limits of a Part cf Entry
for the purpose cf anchm'ing there shall be forfeited togedrer wilh
ber cargo and the muter cf the vessel alla]! be hald responsible for
suc]: breach cf the Regulations and shnll be punished with a fine cf
€20.
[4. No merchandise of any lcind shall bo imported into the
New Hebridm without the production of a manifest on which shall
clearly appear the nature cf the goods, Lhe number of pachges of
every description, together with their marks and numbers and
tonnage, also their provenance and destination and the melhod ot'
their transport]
5. If the manifest be not produced or if the marchandise on
board be n01: included Lberein cr if the marchandise actually carried
on board and the manifest do not ngree in every particule: the
mastzr shall be liable m pay a sum of money equal to the value of the
marchandise omitted from the manifest or which difiers from that
shown in the manifest and shall also be fined a aum ot' €20.
6. If it shall appear that the number of packages actually on
board is less than the number shown in the manifest the master of
the vessel shall be fined €12 for every missing package unless he can
explain in a satisfactnry manner that thc packages have been lost or
weœ not embarked on board t.he vessel.
7. The master ot‘ every vessel arriving within four miles Df the
cons! ol' auy island in the New Hebrides shall deliver t0 the proper
ofiicer prooeeding on huard of me vessel a copy of the manifest
after the said ofiîcer bas seen and checked une original manifest.
Any masœr neglecting or refnsing to provide the proper oflioer with
a copy of the manifest as hereinbefore mentioned shnll be liable to a
fine ot' €10.
8. The master ot' any vessel, whether in ballast nr not, arriving
in the New Hebr-ides, shall within twenty four hours of bis arriva]
and in any case before proœeding to load cr unload the vessel,
depoait at Lhe Customs House his ship‘s papers together wilh tire
original manifest aucompanied by a translation of the same and
signed by him. If be neglects t0 so deposit the ahip‘s papers and
manifest he shall be liahle to a fine cf €20. The ship’s papers shall
remain in the custody of the Custmns Authon'ties until the departure
cf the vessel.
