9. Every marrer of a vessel leaving a Port of Entry or departing
from rhe New Hebrides shall deposit with the Port Authorities and
me Customs Ofliciala a deelaration cf the departure together with
information as to bis destination. I-Ie shall not touch at any places
wilhin Lhe New Hebrides other than Ports of Eniry without the
permission first obtained of Lhe Resident Commissioners and he shall
execure any bond or undertaking to that efi‘ect whioh Lhe Reaident
Commissioners nny consider neoessary. Any breach of mis section
shall be punishable by confiscation of Lhe goods on boaid the vessel,
and by n fine ofEZO tu be inflicted on (ne masher ofthe vessel.
10. No outward cargo shall be taken or reoeived on bond
until all inward cargo shall have been removed from Lhe vessel.
11. The master of every veasel wherher wiLh cargo or in ballast
shall before leaving the Group or a Port of Entry deposit al the
Cuslom Oifice the ship’s manifest in the approved form aocompanied
by a dnclaration of the salue nature as that prescribed for importa
in sections 24 and 25 hereof, in default cf which the ship and cargo
shall be liable to confiscation and the master w a fine of S20.
12. (a) The loading and unioading of gooda for direct expert
from or on first entry inm the New Hebrides ahall only take place in
the ports cf Vila and Santo or in such other ports or anchorages
as the Resident Commissioners may lioense by Joint Decision issued
in acoordance wiîh Joint Rules made under Lhia Joint Regulation and
aubject t0 such conditions as may be imped by sueh Joint Decision.
[(b) The unloading cf imported gooda and the loading of
gonds for expert a! Lhe poux and air-ports of Vila and Samo may
take place only in the presence of Customs Ofl‘ioer and, exœpt where
prior approvai haa been given, only within normal servioe houis.
(c) Where the attendanoe cf a Customs Ofiîcer in requested
for nny purpose whatsoever, oulside normal service hours at the
Cuatoms Offices, airports or Joint Administration Wharves at Vila
or Santo, or at any lime elsewhete, the persan or firm making the
requeat shall puy for such Ofioer’a attendanoe at rates fixed by Lhe
Resident CommissionersJ
13. The loading and unloading of goods shall not cake place
exoept in ’Lhe case cf force majeure properly established ourside the
region of Ports and Harbours where the Customs Service haa been
properly established. In the case of sny vessel wishing ta discharge
or cake in cargo outside any such prescribed limite me muter shall
obtain permission w do so from the Collector of Customs. Any
loading or unloading of cargo as aforesaid shall only take place
between the hours of 6 a.n1. and 6 p.m. under rhe superintendenoe of
a Customs Ofiioer. On Sundaya and oLher publie bolidays the Customs
Oifines shall be closed and al] loading and unloading oi' cargo
