goods are thrown overboard or destroyed sunh vcssel and cargo may

17. Upon the cessation cf me work of loading or unloading of
any Vassal the Ofiioer of Cuxlcms shall close the hatches and shall
place his seals thereon. Such seals may only be removed by himself.
Breakages or alteration cf any such seals exeept by the proper persan
shall be punixhable with a fine of €20 provided Lhat such fine shall
not be a bar t0 the imposition, if neoessary, of any nther penalties
previcrnsly provided for.
l8. An Ofiîncr cf Cnsîorns mny be placed on baud any vessel
during the whole period of losding or unloading of cargo in a port
or on huard of any vessel going fion: one port ta another wlthin Lhe
Group. Snch ofiicer shnll be benhed and boarded in the fils! class

l9. The provisions of the foregoing article shall be only
applicable to vessels cf war in cases where (bey are carrying merchan-
dise.
20. In every case provided for in 111e pxeoeding articles where

be held in Port as surety for lhe mm unless Lhe fine shall have been
immcdiately paid or a gond and sufiicit bond shnll have been
