l. The use of explosives of any kind for caœhing or destroying
fish in the territorial watersof the New Hebrides is hereby prohñyited.
2. The use of explosives of any kind with the exception cf
gunpowder for the purpose of notifying to natives lhe arriva] or n
vessel or any other object is also prohibited.
3. The term explosives shall be held to mean and include
glmpowdet, dynamite, gllnootwn, nitroglyoerine, fnlminate of
mmury, and every adaptation and preparation of suc]: substances
as explosives.
4. The importation oi‘ explosives inlo Lhe New Hebrides is
prohibited exwpt in accordanoe with a permit issued by one of une
Rmident Commissioners.
5. Applications for permission t0 import explosives shnll
specin du: purpose for which snch explosives are reqllired, the mimes
of the persans who are w use them, and the localities whare they are
ta be used. The Resident Commissionen shall have the power to
grant or refuse snob permission as t0 theln may seem expedient.
6. Infractions cf the provisions of this Regulation shall be
just'wiable by Lhe Joint Court and shall be punishable by a fine not
exceedins twenty pounds and imprisonment for a term no! exceeding
one month or t0 on‘e or other of these penalties.
7. The Joint Regulation No. 4 of 19th March, 1915 (nie New
Hebrides Explosives Regnlation), is hereby repealed.
8. Breaolles of the provisions of this Regulation committed
by natives and non-natives shall be reported by the Commandants
of Constabulary and such persans as may be specifically authoriscd
in Lhat behalf by the Reside'nt Commissiuners conjointly.
9. This Regulation shall be known as the New Hebrides
(Explosives) Regulation No. l of 1917.
