[19. Every signature shown on an instrument drawn up ontside
thc group shall be lcgalised in accordance with the law of thc country
where the deed was executed. A certificate flint these formalities
have bcen complied with shall he endorsed on thc document by
British or French Consulat Oflîcersj
[20. Every signature shown on an unauthenticared instrument
drawn up inside me group shnll be Icgalised hy the British or French
District Agent of the District in which the deed is executedJ
21. The Registrar may refuse registration of any instrument
which in bis opinion does not conform m the conditions for regi-
station.
12. If the difliculty is of such a nature that it can be recüfied,
the Registrar shall fix a perfiod for mis la be donc, and shall maire a
note on the instrument that the document hns been prcsenœd and the
date. As soon as the requisite formalities have been completed, the
registration shall be 'cnrricd ont, and shall be legally effective from
the date of presentation.
23. If the Registrar, on the application of any persan, refuses
w make an entry in the register, ha shall give the applicant notice of
in wn'ting ofhis refusal, and shall set out therein bis reasons for such
refusa]. Such applicant may thereupon summon the other party or
parties tu the Commet, or should the case arise, apply ex—parte,
before the competent Court for its decision.
[24. (1) Any persan who may consider himself entitled to
challenge the registration of any endcrsement may enter a caveat
in the furln prescribed by Schedule Il] to this Regulation witb the
Registrant If tlw Registrar shall acoept thc caveat, lie shall record the
partialan thereof in the regisœr and shall nm enter in the register
any endorsement refen—ed to by suc]: caveat until the saine shall have
been withdrawn or mmoved. He shall also send notice of the caveat
to al] aiïected persans.
(2) The caveator mny by summona call upon the caveatee to
attend before the comparant Court wilhin a pcriod of two months,
which period may be extended by three months by the Registrar in
appropriaœ circumstxnces. At the expiration of such period, thc
caveat shali be struck out atflw request oftbeczweatee, if the caveator
bas not instituted the said leyl prooeedings.
