l. Gambling in forbidden w‘ilhin 111e terrilon and waærs of
the New Hebrides.
2. For lhe purposes cf this Reglllation gambling shall include
the au of betting or of playing or causing to be played any game for
a stake—
(a) On any public Lhoroughfare or in any public place to which
Lhe public have accus wheïhcr cf right or nm;
(b) In any place suzh as defined by Article 3 hereunder, where
gambling takes place.
3. Plane in which gambling is forbidden by this Regulatjon
shall include my building, bouse, oflioe, store, shop, mom, nuy
premises whether open or closed, any ship, boat cr other vassal
nfioat or nm, or nny vehicle, in whinb n gxme is plnyed for stakes and
tu which the public mny have aœess with or without payment, even
if snob place is used as above described on une occasion only.
4. Any persan convicœd of gambllng shall be liable to a
penalty not cxceedîng €20 (2,480 francs) fine and m imprisomnent
not exmding on: month.
5. Any persan who keeps or manages either for lu'mself or
another a place for gambling, m permiîs gnmbling on premius of
which he i5 the owner or oocupier or cf which 11e bas contra], 51ml]
be liable to a penalty no: exœeding {20 (2,480 francs) fine and t0
imprisnmmenl not exceeding on: manh.
6. Any person who advances orfurnishes moncy fonhe pnrpuse
of pambling shnll be liable w a penalty not exneeding m (2,480
francs) fine and m imprimnment not exceeding une month.
7. On an ofiender convicted of a second affenoe the maximum
penalty shall be impuwd.
8. On a complaint being nmde that any place in be'mg used for
gambling the Resident Commissionen acting jointly may authorise
