The Resident Commissionels for Hi: Britannio Majesîy and for un:

in; Joint Regulntion.
1. In me of war or threlt of wnr and in ardu (o ensure the
suppiy of essential commoditîes t0 the population of the Group the
Reaident Commissionem mny jointiy. if circumstanoes requin: il, by
order provide—
(a) for flie regulafion or prohibition cf Lhe importation into
or exportation fmm the New Hein-ides of certain com-
modities; for regulating the keeping, use, distribution,
transport, sa]: and oonrnmption of commodities of any
description, and in pnrticular of essential oommodiügs;
for oontrolling and, if neoessary, fixing the prions at which
snch gonds may b: raid;

nny perron carrying on any business to prodnce lo the
competent authority any books, accounts, invaîœs or orner
documents roquired for the purposn cf checking priees,
and m discloœ stocks held by them and pending orders,
and to notify the Mident Commissions of tbe arrivai
of gonds pnrsunnt thereto;
(c) for fixing, if neeessary, 1h: maximum quantity of essentinl
oommodilics which may be sold m any one persan for tire
pnrpose of avoiding hou-ding of stocks and, if need be,
for rarioning consnmm.
