7. Under such conditions as they may deem lit t0 impose and
on receipt of an application in the form cf Schodule 4 liercto the
Res'ident Commissioners may issue to any person desiring to become
an amateur who bas passed thc test prescrlbed in Schedule 8 and
has also been grantcd the Ccrtificate of Proficiency set ont in
Schedule 9 a licence in the l'orm of Schedule 5 heretc. This licence
shall be issued by the [Controller ot‘ rates a: taxes] and eountersigned
by the Rmidcnt Commissioners.
8. Every holdcr ofan amateur’a licence shall use only upparatus
which conforms t0 the International Convention and i: approved
by the Resident Commissioners. Every holder of such licence shall
moreover prcsent for inspection by the Rcsident Commissioners a
wave-meter apparatus cf a satisfactory standard of prccision which
shall be kept in use nt all amatcur transmitting stations.
9. Every holder of an amateur‘s licence may apply l'or a
certificate cf competcncy in Schcduie 7 lwreto issued on tlJc recom-
mendation cf a Commission composed cf the Chief Oporator and
Assistant Opentor of the Vila Condominium Wireless Station and a
quslified operntor ol‘ one cf the mail or inter-island vessels of the
same nationality as the applicant for the licence The tests for the
nomination of the applicant shall be thoae set out in Schedulc 6
hereto. A! the discretion cf thc Resident Commissioners the abovc—
mentioned certificate shall entitle the operator of an Amaœur
Tranamitting Station w handle commercial trafiic to and from the
Wireless Station at Vila. This certificate shall be issncd by the Chicf
Wirels Operator and countersigued by thc Rcsident Commissioners.
10. Any porson desiring to becorne a listener shall procure a
licence in that hehalf tram the Residcnt Commissioners. Such
licence shall be in the fnrm oi' Schedule 1 liereto and ahall be aubject
to such conditions as may be prescribed. This licence shall he issued
by the Condominium Postmaster.
ll. Subject to the provisions of Articles 3 and 4 hereof and
suc]: otlwr conditions as thcy may consider necessary (h: Resident
Commissioners may issue licences for radiocommunication under
the conditions cf Article 6 hereof tu vesscls and aircratt registered
in the New Hebrides. The master cf ony veasel or aircraft so liœnsed
shall b: bound t0 accept transmit and receive radiotelegrams at tbe
traflic rates fixed by the Resident Commissioners.
11. Upon application in the fcrm cf Schcdule 10 hereto and
under suc]: conditions as they mny deem fit t0 impose and upon the
payment cf such fee as they may prescribe the Resident Commis-
sioners mny grant a licence tu broadcast in Lhe form cf Schcdule ll
hcreto. Such licence shall bc valid for onc year but may be extended
at tlJc discretion of the Residcnt Commissioncrs upcn such tenus
and conditions na they may dcem fit to impose; provided that the
