4. A District Agent may at any time issue an order requiring
the construction and maintenance ut any village of proper fœs
for thc exclusion cf pige and cattle front the village, or from any
native gnrdens or cultivation.
(a) A District Agent may at any time issue an order requiring
the construction, maintenance and renewal of latrines at
any native village in such manner and places, and in such
numbers, as shall be specified in the order.
(b) Afær the campletion of such latrines, it shall be unlawful
for any native to defecate at any other place within 200
yards of tbe border of the village.
When a District Agent considers it desirnble in the interests of
health he may issue an crder requiring the owner or owners of any
native dwelling t0 provide suitable beds for al] or any of tire habitual
inmates thereot'.
'I. (a) Any order issued pursunnt t0 Articles l, 2, 3, 4, 5
and 6 hereof shnll specify the person, persans, or class of persans,
tu whom it is dizected. The said order shall be communicaœd by the
District Agent to tbe native cr natives ta whom it applies hoth orally
and in writing in the presenoe cf the Chief of the village concerned
who shall be fumished with a cnpy cf the 0rder and shall communi-
cate the purport thereof t0 the said native or natives as and wben
required.
(b) Thereafter the native chief shall be responsible for the
carrying out of tbe order by giving the necesssry instructions to the
native inhabitants concerned and the native inhabitants ooncemed
shall be bound t0 carry out and wmply witb the order and the
instructions sa given.
(c) Default by the chief in giving the neeessary instructions
and default by the inhabitmts ooncerned in ooniplying therewith
shall be an ofi'enœ nnder this Regulation.
8. Bac]: District Agent si:le file for record duplicates oi' orders
issued by hinr pnrsnant to this Regulan'on, and shaJl send copies
thereuf for record t0 the Resident Commissioan and t0 the other
Agent for the District. If the other Agent is absent he shall himself
file the copies inteuded for such Agent and shnll deliver them to hirn
on his remrn.

10. (a) Any native failing to comply with any order or
instruction issued or given pursuant to this Regulation shall be
guilty of a breuh of this Regulatiun and shnll be punishable by a
Native Court by a fine not exceeding €10, or by imprisonment for a
terni notexceeding six months, or byboth such fine and such imprison-
ment.
(b) Any fine imposed as aforesajd may be paid in cash or in
