(4) Any sum payable as consideratian for any sale or assign-
ment mnde in aoaordance wiLh tln's Article shall be suc]: as may be
sppraved by the Raideur Commissioners, nr t1]: persan, Gavern-
ment or bank as aforesaid.

(5) The preceding provisions af this Article shsll not impose

upcn any persan an obligation in respect of any currency if—

(a) 11e satisfies the Resident Commissionexs, that all persans
interested in that cumncy, nther thsn persans inœresîed
therein merer as trustees or merely by virtue of any mort-
gage, pledge ar charge created before lhe fiflh dny 01'
September, 1939, but ineluding any persans benefieillly
interested in the said currency under a trust, are nat residenl
in Lhe New Hein-ides, or

(b) he salisfies the Residem Commissioners tha! the enrrency
or amaunt, as the esse may be, is held or is required for me
purpose—

(l) cf performing a contram made before the fifth day or
September, 1939; az'

(Il) 01' meeting (11e ressonable requirements 01' a trade or
business carried an in the New Hebrides atherwise
than by way af dealing in fareign exchange; or

(111) cf defraying ressonable travelling or other persanal
CXPCIISCS; 01'

(c) he is, in respect cf Lhat enrrency, exempted from the

provisions af this Article.

(6) The foreign eurrency ta which this Article applies is such
foreign curreucy as may fram time to Lime be designaœd hy arder
of lbe Resident Cammissioners for the purposes of tlu's Article.

(7) Where any goads are exported for sale fram me New
Hebrides and consigned directly ar indirec’dy ta any place outside
the sterling ma, the persan making entry of lhe goads 51ml] deliver
ta 111e Collecter of Custorns, ar nther proper affiner, tagelher with
111e entry, a declaration in quadruplieate in the fora: cf Schednle 1
hereto signed by such persan and containing sueh information
relating w the expert of the goods and me sum to be reaeived or
which is expecîed w be reaeived in respect of the goods as may be
required by sud: Schedule, or as in addition lhe Callectar af Cusmms
may reqnire with a view to facilitating the enforœment of this
Article and oblajm'ng information as to flle amaunts obminahle in
fareign currency by reason of the expon 01' such gonds.
