(4) Should the importations nuessitate the use of any currency
of the non-sterling area,’the import licence will be mdorsed accord—
ingly and may be used by the importer to support an application for
such currenoy to tbe anthority governing the grant of such currency,
which shnll be designated by Order of the Resident Commissioneis.
12. (l) The Resident Commissioners may by 0rder give to
any person a direction requiring him, withiu such time and in suc]:
manner as may be specifiod in the direction, to fumish to thern or to
any persan designated in the direction as a person anthorized to
require it, any information in bis possession or control whioh the
Resident Commissioners or the person so aulhorized, as Il]: case
may be, may require for the purpose cf securing the oomplianœ
witb or detecting evasion of this Regulation.
(2) A person required by any such direction as aforesaid to
fumish information shall produce such books. aocounts or other
documents (hereinafter referred to as “documents") in his possession
or oontrol, as may be required by the Resident Commissioners or
by the poison authorized w require the information, as the case may
be, and for the purpose ofinspecting sny such documents any person
so authon’md as aforesaid, or any persan anthorized to act on behslf
of the Resident Commissioners under this paragraph. may enter any
premises and mny take possession oi‘ any of the documents or take
in relation thereto nny other stops whioh appear to him neoessary for
preserving them and preventing inœrferenoe therewith.
(3) No person shal], with intent to evade the provisions of this
Regulation, destroy, mutilate, defaoe, secrcte or remove any docu—
ments.
(4) Any infonnaüon given by any persan in oomplisnoe with
this Article may be given in evidence against him notwithstanding
that it may tend to incriminate him.
(5) The provisions of this Article shall be without prejudice
to any other provisions of this Regulation relating to the giving of
information, and the provisions ofpansgraph (4) of this Article shall
be without prejudice (o any question as to the admissibility as
evidcnce of information obtaincd under statutory powers in flie
absence of any such expressed provision.
13. Where the Raideur! Commissiouers are satisfied that,
owins to the change in the external or interna] position oi‘ any Slate,
action is being, or is likely to be taken to tho detriment of the
economic position of the New Hebrides or otherwise to the prejudiee
of the eflicient prosecution of the wsr, the Resident Commissioners
may by 0rder give general or special directions prohibiting either
absoluter or to such extent as may be specified in the direœions, the
oarrying out, excepl with permission grnnted by or on behalf of
the Resident Commissioners, of any Ordcr given by or on behalfof—
(a) the State or Sovereign thereof or sny persan resident
therein, or
