Issued by lhe Resident Commissioners under the provisions of
Article 7 of the Anglo—French Protocol, 1914.
l. Any native round gnilty cf having, by nets, words or writing,
given rixe to, or nttempted to give rise to a seditiolls nativement, or of
having [wilfully] disturbed or ammpted tu disturb the public peaoe
shall be punished with impriaonment which may extznd up ta 10 yearr
and a fine not exceeding L20, cr by une or other of theae penalties.
2. Any native who shall incite another persan t0 commit a
crime or 05m9 shall be punished, if the crime or ofi‘ence is not
carried inw efi'ect, with imprisonment of from two to six montbs
and a fine cf frnm L.1 to L10 or by one or other ot' these penalties.
If the crime or ofi‘enoe is carried inlo eiïect the native guilty of
ineitement shall be punished by the same penaltim as the principal
oflendet.
3. Any native who shall escape or attempt to escape from a
prison or any place where he is lawfully oonfined or who afler hnving
been arrested on the charge of having committed a. crime or offense
shnll talre to fiight, or shall try t0 take t0 flight by eluding Lhe custody
oi‘ the oflioer in whose charge 11e is shall be punished with fmm two to
six months imprisonment and a fine of from L.Z to L10 or one or
other of these penalties.
If the escape or flight is mompanied by breach of prison or
violence or nsssult upon native wardens the penalties incurred shnll
be double the above named penalties.
In such cases the sentence shall be carried into eflect immediately
nfter the expiry of the sentences which have been incurred for the
crime or ofi'enoe on account of which the said native bas been
m‘esled, or immediately after the order or jndgtnent acquitting him
or nbsclving him fmm Lhe said crime or ofi'enœ, without prejndioe
t0 the higher penalties to which he mny be fiable for other crimes
committed in lhe course cf bis ans cf violence.
4. Any native prison warden nids, abets, connivea a! or
negligently allows the escape oi' a prisoner shall be punishable by
imprisonment not exceeding one yenr or a fine not exneeding L.10
or bath.
