2. Thora shall be csmblished a Medical aniüoners‘ Com-
mission (in this Regulation referred te as “the Commission") to
exercise within the New Hebridcs the‘ powers duu‘es and functions
hueinafler in this Regulation specified and (h: Commission shall be
composed ofthc Chief Condominium Medical Ofiœr and on: other
Condominium Mcdicul Oflicer in the public service not oi' du saine
nationslity as the Chier Condominium Medical Ofiiœr.
3. The Commission shnll teœive applications from persans
wishing to engage in the New Hem-ides in a controllcd occupation
and in relation ta snob applications shall have and exucise th:

engage in a controlled occupation, to issue to him s licence
