BïAnusl-IMENT
1. A tempomry Advisory Council shall be established pending
comideration by the Metropolitan Governments of constitutionnel
proposals made by the Honiars Confercnce in 1954. The Council
shall mec! in Vils.
[2. (1) The Council 5112.11 consist of two Co-Presidmts and
twenly—eight members—
(s) Co-Presidenm: the Resident Commissioners or, in Lheir
absence. their depuu'es.
(b) Ofiîcial memben: ÿ
(i) The Chancelier or the French Residency, the British
Assistant Resident Commissioner or, in Lheir absence,
their depuües.
(ii) Two Heads of Depsnment appoinœd by tbe Ruident
Commissionen.
(c) Private members:
(i) Ten members appoimed by the Resident Commissioner
from among the inhabiumis cf the New Hebrides.
(ii) Fourteen members elected fmm Lhe inhabiumm cf the
New Hebrides in a manne: which th: Raideur
Commissioners shall dctcrmine by Joint Rules.
(2) Each Resident Commissions: shall preside in 1mm unless
[bey agree that une or otber shall preside ovex auy meeting.
