(a)
A Local Council shnli have lb: powcr to issue local mies—
applicable to all NATIVES resident in Lb: sala-district or area

(i1) with thc approval of the District Agents, in any mana
not aiœady covored b'y legislstion where suc]: local
rnles are desîrable or required for tlm welfan and
proper developmcnt cf the people in ils nm;
applicable to NATIVES resitlonî. in th: sub-district or area
undzr in central and m NATIVES not mident therein but
originating and having a customnry or other right tu land
there, with thz joint approval in writing of the Rosident
Commissioners, for the collection of revenue.
Provided that the Resident Commissinners acting jointly may,
in their discretion, dissllow any suc]: local niles.]
(b)
[8. Every Local Council creaœd under the provisions of
Soction 3 of this Regulation shall be a body corporate and may su:

in its oorporate style or title.
9. No Local Council shall enter into a oommitmcnt involving

10. Notwithstanding tho provisions oi' Section 9 oi' tbis
Regulau‘on no Local Council shall anquire or dispose cf immovahle
propeny except—
(i) on a resolution passed by the majority of its membets to
