7. The Resident Commissions may by Joint Decision appoint
fit and proper puma to be the barbour mamzr and assistant harbour
mante: of a part and sunh port oifioem as they may deem neocssnry,

oflicers. The assistant harbour muter shall exercise the powem

9. Any barbour master or ct.th olficer nppoimed under îhis
Joint Regulalion shall be cnütlod nt any time while in the exocmion
of bis duty Lo enter and remain on any vessei. Il shall be lnwfnl for
the harbonr master to give directions regnlnting the time and thp
manne: in which any miel shall enter into, go ont cf or lie in me
port, and the position, mooring, nnmooring, placing or removing
cf any vessel within the same.
10. The masœr of every vessie] within the port shall regulalc
